Abstract: This publication is the result of the analyses and discussions conducted by the Energy Security Forum on the global dimensions of emerging energy security risks facing UNECE member States. It presents global energy security risks from three different points of view: the European Union, the Russian Federation and from North America. It also examines how the Caspian Sea region can contribute to energy supply diversification. It reviews the energy transport corridors, new infrastructure, transmissions systems and investment requirements needed to accomplish this.

Abstract: What is the impact of information and communication technologies (ICTs) on the human condition? In order to address this question, in 2012 the European Commission organized a research project entitled The Onlife Initiative: concept reengineering for rethinking societal concerns in the digital transition. This volume collects the work of the Onlife Initiative. It explores how the development and widespread use of ICTs have a radical impact on the human condition. ICTs are not mere tools but rather social forces that are increasingly affecting our self-conception (who we are), our mutual interactions (how we socialise); our conception of reality (our metaphysics); and our interactions with reality (our agency). In each case, ICTs have a huge ethical, legal, and political significance, yet one with which we have begun to come to terms only recently. The impact exercised by ICTs is due to at least four major transformations: the blurring of the distinction between reality and virtuality; the blurring of the distinction between human, machine and nature; the reversal from information scarcity to information abundance; and the shift from the primacy of stand-alone things, properties, and binary relations, to the primacy of interactions, processes and networks. Such transformations are testing the foundations of our conceptual frameworks. Our current conceptual toolbox is no longer fitted to address new ICT-related challenges. This is not only a problem in itself. It is also a risk, because the lack of a clear understanding of our present time may easily lead to negative projections about the future. The goal of The Manifesto, and of the whole book that contextualises, is therefore that of contributing to the update of our philosophy. It is a constructive goal. The book is meant to be a positive contribution to rethinking the philosophy on which policies are built in a hyperconnected world, so that we may have a better chance of understanding our ICT-related problems and solving them satisfactorily. The Manifesto launches an open debate on the impacts of ICTs on public spaces, politics and societal expectations toward policymaking in the Digital Agenda for Europe's remit. More broadly, it helps start a reflection on the way in which a hyperconnected world calls for rethinking the referential frameworks on which policies are built.

Abstract: The analysis focuses on the impact of the criminalisation of migration on human rights and the rule of law, and it highlights how European Union law (through the application of both the EU Charter of Fundamental Rights and general principles of EU law) and ECHR law may contribute towards achieving decriminalisation of migration in Europe. ; This is the first monograph providing a comprehensive legal analysis of the criminalisation of migration in Europe. The book puts forward a definition of the criminalisation of migration as the three-fold process whereby migration management takes place via the adoption of substantive criminal law, via recourse to traditional criminal law enforcement mechanisms including surveillance and detention, and via the development of mechanisms of prevention and pre-emption. The book provides a typology of criminalisation of migration, structured on the basis of the three stages of the migrant experience: criminalisation before entry (examining criminalisation in the context of extraterritorial immigration control, delegation and privatisation in immigration control and the securitisation of migration); criminalisation during stay (examining how substantive criminal law is used to regulate migration in the territory); and criminalisation after entry and towards removal (examining efforts to exclude and remove migrants from the territory and jurisdiction of EU Member States and criminalisation through detention). The analysis focuses on the impact of the criminalisation of migration on human rights and the rule of law, and it highlights how European Union law (through the application of both the EU Charter of Fundamental Rights and general principles of EU law) and ECHR law may contribute towards achieving decriminalisation of migration in Europe.

Abstract: This book, which resulted from an intensive discourse between experts from several disciplines – complexity theorists, cognitive scientists, philosophers, urban planners and urban designers, as well as a zoologist and a physiologist – addresses various issues regarding cities. It is a first step in responding to the challenge of generating just such a discourse, based on a dilemma identified in the CTC (Complexity Theories of Cities) domain. The latter has demonstrated that cities exhibit the properties of natural, organic complex systems: they are open, complex and bottom-up, have fractal structures and are often chaotic. CTC have further shown that many of the mathematical formalisms and models developed to study material and organic complex systems also apply to cities. The dilemma in the current state of CTC is that cities differ from natural complex systems in that they are hybrid complex systems composed, on the one hand, of artifacts such as buildings, roads and bridges, and of natural human agents on the other. This raises a plethora of new questions on the difference between the natural and the artificial, the cognitive origin of human action and behavior, and the role of planning and designing cities. The answers to these questions cannot come from a single discipline; they must instead emerge from a discourse between experts from several disciplines engaged in CTC.

Abstract: This book deploys an original comparative framework, as well as archival and pattern-matching research methodologies, to analyze whistleblowing cases from Peru, South Korea, Thailand and the United States of America and to ascertain factors that make for effective whistleblowing. After examining the cases, the study concludes that external whistleblowing, extensive mass media coverage, and strong evidence are essential components of effective whistleblowing. When there is a lack of proper legal protection, whistleblowers experience brutal retaliation, even though their actions are successful in stopping wrongdoing and promoting change in the public sector. Carmen R. Apaza is Professor at Universidad San Martin de Porres, Peru. Her research interests include corruption in government, public sector reforms and development. She has held managerial positions in the public sector in Peru and served as Principal Expert in Public Administration for the Organization of American States. She has taught at American University, City University of New York and Eastern Washington University. Yongjin Chang is Assistant Professor at the Graduate School of International Relations of International University of Japan. He received his PhD in public administration from the School of Public Affairs at American University in 2008 and worked as research professor at Korea University from 2010 to 2015. .

Abstract: This is the first-ever English translation of Daniele Barbaro’s 1567 Italian translation of and commentary on Vitruvius’s Ten Books of Architecture, an encyclopaedic treatment of science and technology whose influence extended far beyond its day. Intended to both interpret and expand upon the Vitruvian text, Barbaro’s erudite commentary reflects his Aristotelian approach, particularly his fascination with the relationship between science and the arts. This treatise offers a window onto the architectural ideals of the 1500s, as well as then-current notions of philosophy, mathematics, music, astronomy, mechanics, and more. The text is accompanied by illustrations by the Renaissance architect Andrea Palladio and his contemporaries. Palladio’s own Four Books on Architecture, published in 1570, was just one of many treatises on architecture that was inspired by the ideas contained here. An overview of Daniele Barbaro’s thinking is presented in a foreword by Branko Mitrovic´. The collocation of Barbaro’s treatise between those of Alberti and Palladio is addressed in a foreword by Robert Tavernor. Kim Williams provides a translator’s note to orient the reader. The text of the translation is cross-referenced to both Barbaro's 1567 publication and standard divisions of Vitruvius. The volume includes a detailed index of subjects and an index of proper names.
